Newport Gwent Dragons and the Welsh Rugby Union are to meet on Monday over Wales number eight Taulupe Faletau's future.
Bath are interested in signing the 24-year-old British and Irish Lion.
Faletau has a year left on his current deal, but national coach Warren Gatland has to approve such a transfer.
Dragons chief executive Stuart Davies confirmed their approach to the WRU, adding they hope to bring a "swift conclusion" to the issue.
In a statement issued by the Dragons, ex-Wales number eight Davies said: "It disappoints me enormously that this is playing out in the public domain, since ordinarily I would not wish to comment on such matters until they have been resolved one way or the other.
"Given the circumstances however, I feel obligated to confirm that a transfer request has been submitted, such that we may consider our options and bring to a swift conclusion a matter that is both distracting and unsettling to all parties concerned."
In May, the WRU withdrew its offer of a national dual contract to Faletau after he missed a deadline to sign.
